i was recently on the same brand name airline, paid extra to sit in Economy Plus and was treated to a seat that actually had a small hole worn in the upholstery. I showed the flight attendant and she commented that I should be happy for the extra legroom in EcoPlus and not worry about the condition of the seat.

The person dabbing on that paint and laying down the caulking was probably an uncertified mechanic in a low wage country. This goes way beyond cosmetics.
