Having a clearly stated sgoal (autocratic statement) but allowing democratic creation of the means of achieving it is an incredibly effective of getting the energy of teams to gather round an idea and make it reality. The spin-off in the form of tools to achieve and artifacts can be incredible. The Schneider Trophy (link http://snipurl.com/1p7xv) races 1911-31 drove the improvement of aircraft and the technologies developed by Rolls-Royce and Supermarine fed into the Spitfire fighter and the Merlin engine. I wonder if Jack Bauer's next green-produced and themed "24" could work in a similar way?
